Who says these are NEW designs? Could have been concept art when they were originally designing the skill capes we have now, and decided on a simplistic design

Why would it be an idea if they already decided on a design and made them? I mean, this is just drawings, could have been made by some low level nobody tat the web designers thought was cool

It's just concept art. When designers design something like this they don't just draw one thing and stick with it. They'll draw lots of different designs, as many as they can think of and then run it past a team to decide on the best looking one. As appears to be the case with this picture.. the design that was chosen for the skillcape ook was the 2nd on from the left.
