I'm one of the people who think that it is natural (even if you exclusively want young females). But in the case of your friend, they are both young and are never going to be mature (even people in their 20's are not 'mature'). The whole dating someone your own age is a myth but works better in practice because you have more things in common if they are of a similar age. There is nothing wrong with dating young people so long as it is not an too much of an obsession (obsession is generally bad anyway) especially when you are under 20.

Other then that if she has started puberty it really inst your business, regardless of what laws say. You should respect family decisions so long as it's not dangerous ('hard' drugs and suicide are examples you should try and prevent) and they are informed of what might happen.
