It should be determined by mining level. i never said that. you know, what if a lucky lvl 40 range pure got his first lvl 3 clue, did it, and got double 3a plate body. and you did 20 lvl 3 clues in a week and best reward was guthix full helm and total worth of all 20 clues together was a measly 3m. how would you feel then? I'm giving an honest rate. and they troll me because they think all I care about is mining.
