So i can only changed my skin colour and gender now? I can't change my whole character again, like creating a new character, right?

If you mean you can't change your hair/outfit

 

You change your hair in Falador.

And you change your outfit in Varrock.

The place to change your base clothing is in the clothes shop in central Varrock. The hairdresser is located on the west side of Falador. You can change your hair, shirt, sleeves, cuffs, pants, gender, and skin tone. You need to be a member to change your base shoes, so I suppose you can't entirely recreate your character from scratch unless you subscribe.

Make-over mage = skin tone and gender

Fally barber = hair and beards

Clothes shop in varrock = clothes

shoe shop in rellekka = shoes

some shop near ne of keldagrim = wristbands

Remember you can change your characters appearance in a player owned house bedroom as well, for free (The only thing you can't change is skin colour and gender inside a house, I think).
