Mine was plopped down near the portal after a few minutes of loitering and I almost left it there when I was leaving. The other one took probably 15-20 minutes though. I went elsewhere in the house and when nothing spawned after a while I went back to my portal and it appeared in a few minutes. Basically, your safest best is to just sit by the portal for a while. Do you get a message in the chat if you receive one? And presumably it gets added to your inventory?
