The thing is that I can't initiate any of my plans without basically full sovereignty of the continent. I will grant Quebec special status, where it is nominally "French" (and immune to any laws regarding assimilation and the like), but it remains under my control. So basically I will pay you the IAG for all the North American land that you own, as well as 300 billion, for as long as it takes for your space elevator/FTL to be completed. Fair?
