Actually all he's doing is returning the 300 billion I gave to him for the IAG, and sending the aid mission. The two hundred billion was part of the original deal, but Archi forgot to do that.

I went with the cheap option. How much money are we talking about? (Retech the aid mission will go over two decades just fyi)

How much is up to you, but currently the colony doesn't generate any IAG(just RUs), so it will just sit their looking helpless.
