It was in the huge running overlook where everyone was longer able to run june 2009. f2p warring and pking was changed substantially with the update; loads of high combat people (in top clans) had trained agility solely for the f2p effects maybe the "permanent effects" of the diaries will actually be permanent :o! Not right, half priced boat rides has been a reward from the Karamja Diaries for a long time now. Confirming this--this has been a 'p2p benefit' in the f2p game since the hard diary came out. Whether or not it's a bug is debatable. I'm sure no one would fault you if you reported it as such. Mining rocks in f2p with an amulet of glory gives the same increased gem chance as it does in P2P, if you're looking for another on your list. I meant that they updated it with you now no longer needing the gloves, thus the effect could be used in P2P now because you don't need the gloves.
