A Time For Glory

The Date is January 1st, 1919. While the rest of the western world is home celebrating the New Year, leaders from around the world sit around a large wooden table in Geneva, Switzerland. It has been almost two months since the Treaty of Brussels , which created a temporary peace between the warring nations of the world. The four year war saw nearly every country in the world fighting not only their neighbors, but countries across the world. Little actual combat was fought, as no nation dared launch a true attack, fearing it would be attacked by another nation should it let it's defenses down.

 

This convention was, like the war, going nowhere fast either. Leaders screamed at each other, no one willing to give in to the others demands. When the leaders from Germany, Russia and France stormed out in anger, it became clear that no solution would be had. In the end, what nations remained signed the Geneva Treaty, which officially ended the war, but contained no other terms.

 

With tensions as high as ever, the world is on the brink of all out war. It is up to you to to take control of an nation and, through war, diplomacy and deception, guide it on a path to glory. Are you up for the challenge?

 

 

[hide=Rules:]Turns - Each turn, or day, is 3 months. Budgets reset every 4 turns, or year.

 

Economy - Your economy is based on three things. First, your status in the world. World Powers get £10,000,000 per reset, Minor Powers get £5,000,000, and the remaining nations receive £1,000,000.

The second factor is province. Each green province you own gives you £250,000 , each yellow province £100,000 , and each red province a measly £10,000.

The third factor is your industry level. This represents how industrialized your nation is, and can give a large boost (or reduction) to your budget. This level will rise by researching new technology, and fall during war. Your industry level is multiplied by your Power bonus and Province income to give you your final budget. This money is used to train troops, maintain them, research and build defenses.

 

Research - Research consists of 5 main branches - Army, Navy, Defense, Infrastructure and Industry. You may have two projects going at once; one from the first three and one from the last two. To start research, you must either post or PM me a plan, including the project, the details, the costs, the time, and what effects it will have. I will then either approve it, deny it, or send you a 'counteroffer'. Tech can be secret, but there will be a small chance it will be revealed. You may join up with another nation to split costs and reduce time, but if a joint project is secret, it has a higher chance of being discovered. If you try to gamebreak by researching supernukes or something illogical and stupid, it will backfire.

 

Projects - Projects are like research, but instead they represent things you do in your nation to improve infrastructure and industry, like building railroads or improving streets (Boring Examples). Like research you have to submit a plan.

 

NPC's - I will be proxying NPC's. If you want one to help you with a war, PM me to ask.

 

War - Everyone's favorite part. War consists of sending troops to attack your enemies. You must PM me a defense plan each year. This plan will show where your active troops are stationed (On a map), how many reserve troops you have, and any additional defense plans ore notes you want me to have in case you aren't there for a battle. To launch an attack, PM me the plan, or if it is being launched by multiple nations, either have the alliance leader PM me the plan or each PM me the plan with a note not to launch it until I receive everyone's plan. Once I receive the plan, I will give the person being attacked notice and give them 24 hours to respond with their moves. If they haven't I will go by their defense map and any notes they have given me. The reason for the defense plans is so you can't just claim all your troops were ready to stop the attack.

 

Defence - There are three levels of defenses - Basic trenches, Reinforced trenches, and Networked trenches. Basic trenches cost only 10,000£ to build, and can be upgraded to Reinforced Trenches for 50,000£. To create a trench network out of Reinforced Trenches costs an additional 250,000£ per segment.

 

Capturing land - Land occupied gives no income to anyone while it is occupied. To take land from someone, you must either receive it in a peace deal or forcefully annex it. To annex land, you have to occupy it for at least a year, have troops stationed in it, and have some reason for the annexation. The third point isn't essential, but will decide how likely the annexed territory is to rebel.

 

Navies - Navies are expensive to build and maintain, and only the richest nations can afford them. Navies do not have specific provinces. Instead they can be ordered to stay in harbor, patrol an area, or sail to a specific spot. Naval combat will happen if an enemy navy attempts to sail through a patrolled zone, or if two navies meet on their journeys.

 

Units - These are the units avaliable at the start.

 

Irregulars battalion (5,000 Men) - 200,000£; Upkeep 65,000£

Infantry battalion (5,000 Men) - 500,000£; Upkeep 65,000£

Guards battalion (5,000 Men) - 500,000£; Upkeep 50,000£

*Guards can only be created from an existing battalion of infantry.

 

Tank - 10,000£, Upkeep 2,500£

Artillery Team(5 Guns) - 50,000£, Upkeep 5,000£

 

Transport fleet (Can transport 50,000 Men) - 2,000,000£, Upkeep 150,000£

Frigate - 3,000,000£, Upkeep 200,000£

Dreadnought - 5,000,000£, Upkeep 300,000£

Minesweepers - 3,500,000£, Upkeep 200,000£

Naval Mines - 50,000£ per pixel of ocean

 

Fighter Plane - 50,000£; Upkeep 5,000£

 

Upkeep - As you can see, units are relatively cheap, but expensive to maintain. . Upkeep will be deducted form the budget at the beginning of the year. If you cannot afford upkeep, your units will suffer, and eventually desert or rebel. (Upkeep and troop costs may need to be adjusted to work, please tell me in the planning thread.)[/hide]

Result: A site known as Bletchley Park is opened.

Reason 1: Monarch can do whatever they want.

Research:

Action: Germany announces joint research with the United States on Pill Boxes

Result: Development of Pill Box Defensive Installations, which upgrade Trench Networks for 75,000£ per segment. They double defence against Infantry, don't effect tanks, and can be countered by six hours of sustained artiliary fire.

Reason 1: Pill Boxes house permenant Machine guns on a raised platform, allowing the land to be surveyed and targets selected.

Reason 2: Pill Boxes are built in an interlocking pattern, allowing for crossfire.

Reason 3: Pill Boxes are built with telephone cabling, linked to each other and a central bunker placed out of artiliary range, allowing for co-ordinated attacks/defence.

 

Proposed research time is one year and six months.

Proposed reserch cost is 1,000,000£, split equally between the United States and Germany.

Humm.

Research Goal: A more mobile plane type, using betetr engines, different materiels, and fuel types.

Reason 1: Using a more powerfull or smaller engine may increase speed due to horsepower or more aerodynamic ability.

Reason 2: Only using steel means that the plane may be inflexible, which could slow down the plane.

Reason 3: A more easily obtained, longer lasting fuel, especially if it burns hot in the engines, will make it much more viable as a combat or transport plane.

Research Goal: A growing platform, using metal, topsoil, and plants to increase food production while out at sea.

Reason 1: Using both growing and fishing, both in moderated ammounts, will increase the food production due to a dual system for food gathering.

Reason 2: Based off of ship designs, a growing platform could move with the tides, ctaching every bit of sunlight and gaining good mobility for port to port travel.

Reason 3: With a small desalination plant in it's hull, the ship can also provide freshwater recources where needed, and use said freshwater on plants.

Izzat good?

Edit: Okay, i have no idea how to estimate the costs for that, but..

At least, at ELAST 3 years for a semi improved plane design, with 5 years at least for a protototpye for the gorwing platforms.

Project 1 approved. Project 2 approved with a cost increase to 750,000£ for each nation, and with the understanding the that the technology will be researchable by other Nations for a lower price once it has been deployed.

Reason - Germany is a leader in army technology, it would be wise to learn with them

Reason - Machine guns are a revolution in war, we must utilise them

Reason - They'll give a good advantage against the Southern states, and future wars.

Cost: 750,000

 

Research - Increased efficiency in Fuel cracking and fuel production

Reason 1 - Fuel is precious, and becoming one of the main resources in the world, it is neccessary to imrpove our production

Reason 2 - Automobiles are becoming more widely used, but are rather expensive, lower fuel prices would be an incentive for people to buy

Reason 3 - Vehicles are becoming common in war, but they're costly to upkeep, thus lowering this cost would allow America to hold more

Effect: Fuel becomes more cost effective, meaning the price of fuel for America will drop. This will be an incentive to use the new automobiles and will lower the upkeep of planes and tanks, as some of their upkeep is from the cost of refueling and such. +0.02 Industry level, -$250 upkeep from Tanks -$500 upkeep from Planes.

Cost: 1,000,000

Time: A year.

 

Project - Interstate Highways for East coast

Reason 1 - Railroads are becoming crowded with public transportation, if we reduce railroad traffic, more trains can transport more resources

Reason 2 - Infrastructure of America is low, we must improve it to allow a better connection between states.

Reason 3 - Unemployment will be lowered as people begin to construct the highways and produce said resources.

Cost: 35,000,000

Time: 5 years.

Effect: Infrastructure is improved greatly, unemployment is lowered and automobiles become the norm. The American automobile evolves. +0.3 Industry level

 

Project 2 - The Suburbs

Reason 1 - Immigration to America has caused overcrowding, it must be fixed.

Reason 2 - American people deserve a nice home

Reason 3 - It'll allow people to move to other areas

Cost: 20,000,000

Time: 5 years.

Effect: Infrastructure improved slightly with the increase of immigration from the new homes and allowing people to live happier(0.03). Increase in morale, lowing chances of revolts.

Action: Japan announces research on improved aircraft carriers

Result: Development of an upgraded version of the old seaplane carriers used in world war one, with expanding capability and range

Reason 1: Japanese already used planes launched from seaplane carriers in 1914, giving them unique insight into the flaws and advantages of the aircraft carrier (allowing improvements on things other nations probaly don't know about)

Reason 2: Japanese government during the time period has been incredibly supportive of military technology research

Reason 3: The battles that the Japanese participated in with old aircraft carriers had positive outcomes, reinforcing the belief that carriers were the next generation of vessels.

 

Proposed Time to completion: 10 years

Proposed Cost: Five million (so 500,000 per year)

 

Proposed Research:

 

Action: Japan announces research on improving industrial efficiency through scientific solutions

Result: Improvement of industrial efficiency and slightly reduced cost for upkeep of mechanical units + 0.05 Industry

Result: Scandinavia gains the capabillity to build geothermal power plants.

Reason 1: Both Italy and Scandinavia are members of Central Powers.

Reason 2: Scandinavia has the capabillity to provuce sufficient geothermal power as to make Iceland an useful military outpost outpost both for offence and defence against any threats from the United Kingdom or North-Russia.

Reason 3: Iceland has an exelent location as to study cosmic and solar radiation.

Duration: 1 year.

Result: Industry increased, greater production of goods +.02 industry/year.

Reason: It makes all of France modernized and promotes the growth of critical infrastructure.

Reason: Can't let the Germans be the only large producer of steel

Reason: Why not?

Cost: 1 million/year continues indefinitely 5 years to see any real growth

 

 

Project goal: Subsidized Farming (Give farmers money to keep the prices low)

Result: Fat/happy people in general, Cut down on general starvation

I've read all the PM's, and there is something I have to clear up. 1 turn is equal to 3 Game months. The budget resets every year, or 4 turns. One turn is equal to 1 day irl.

 

Also, remember you can only have to research projects and two infrastructure projects running at once.

Slow pace means it'll last longer, as the mod is less likely to get bogged down with a ton of things every day.

 

And as it is set in an eventful time, and I think we're all pretty power hungry right now, there's much for us to discuss in the time.

Oh, is it possible to upgrade irregular to regular infantry? If so, how much does it cost/how much time does it take?

@Grim. Yes, any kind of project counts.

@Rocco. No, it's price per province.

@Tech. I'll consider it. It would probably cost about half the cost of regular troops.

 

One more note, Tomorrow doesn't count as a turn, because I assume most people are busy with family things. If I didn't approve a project of yours, Ill be back on later tonight to finish up.

What do you mean by this?

Using the heat stored in the ground to heat up water and thus turn a turbine.

 

Project: Ekkofisk (Echofish) (first area where oil was extracted off the coast of Norway)

Action: Build oil rigs in the North-sea.

Reason 1: Large quatities of a semi-rare natural resource semi-easily available.

Reason 2: Oil provides a good economical foundation.

Reason 3: Oil being increasingly important to humanity it is sure to increase in value.

Duration: 5 years.

Cost: 8 million.

Issue: Use of Future Information for advantage

Resolution: All resources and events discovered/occured after 1920 are randomised, preventing foreknowladge.

Reason 1: Claiming Uranium, Gold Reserves or Oil Fields which were not know about at the time gives unfair advantages.

Reason 2: Small events make big differences, like chance meetings, seeing something that shouldn't have been seen, or being distracted at a key moment...Or kicking a briefcase accidently and moving it around a table leg

Reason 3: Planning for major events can give massive and unfair advantages.

Well I knew you wouldn't agree. I know how you hate facing facts.

Counter-counter Arguement:

Issue: Use of Future Information for advantage

Resolution: All resources and events discovered/occured after 1920 are randomised, preventing foreknowladge, except in the case of using near-future events as precedence, to establish to the moderator the likely course of events

Reason 1: Many future events were bound to happen (Second Industrialisation of Japan)

Reason 2: Randomising events may cause disadvantages, rather than just preventing unfair advantages. (Like randomising China's fate after 1965 and saying that it will always remain a fractured and failed communist experiment)

Reason 3: Randomised events are often highly unrealistic and skew the balance towards already powerful countries, due to the moderator's natural adherence to game balance (thus ignoring natural historical declines of empires and the like)

Erm wouldn't you have to first locate the oil?

That's supposedly part of the project.

 

Archi, already before 1860 there had been findings of oil on-shore around the North Sea, anyone with half a mind would understand there had to be some oil in it too.
