April 21, 201214 yr What's worse is that he probably knows it will happen and will cause unfortunate implications when the power struggle causes harm to the citizens in the areas the triad has influence over. Knowing Amon, he likely wants it to happen so he will have more followers and new scapegoats to show "bending is bad and causes all this bad shit".
