Assuming no void deflector what would best off hand ranged item for low-ish level (67-ish)? I do have a damaged unholy book; but I can't afford the pages at the moments, so anything that can help would be awesome.

You could try getting a complete Armadyl or Guthix prayer book. I think those should be cheaper. Aside from prayer books, there isn't much that boosts range attack bonus. Or you could always just use any old shield for defence, as long as it doesn't have negative range attack.

I think I can't start the Guthix or Armadyl books yet as the Zammy book was the one I took as reward from the Horror from the deep quest and AFAIK you cna't start other books until you finish the first

None. Just go with the best shield without a range attack penalty/enough defense to justify the penalty.

Hex is right. Apart from God Books and the Eagle-Eye Kiteshield there are no shield slot items that offer a ranged attack bonus. I would just use your damaged unholy book for the prayer bonus.

If you train your hunter to 35, you could do the summer's end quest and use a spirit shield. It has pretty decent defensive bonuses, some prayer bonus and no attack penalties.
