You could argue that Jagex set up the question to be more difficult for rares to "remain" as discontinued items, but they more than likely did it because they'd rather not have rares functioning in a way they didn't intend and felt wasn't in the spirit of the game. In real life MMO you don't get 99 smithing by making endless bronze daggers.

April 26, 201313 yr Jagex have killed any longevity that could be obtained in terms of items goals.Terrible terrible outcome, does not matter how rare they make them if they are not discounted. agreed (and im not super rich) the ONLY way I see that this (them not being dc) could work in the slightest is if they introduced the elite clues again and gave them 3a rarity from only elite clues, that way they would still be ultra rare, and hold their value for a long time. But, again, this would just be a stop-gap, not a solution because they aren't truely dc, and more will still be introduced, albeit slowly. i don't play psykick anymore... i play 2ed: "pure fett" 26081 to get 99 herblore

Unless of they have a few 5 minute windows throughout a day or two. Anyway, I'm confused about the whole thing, and even though Jagex have been pretty good so far, they need to be a bit clearer.
