Yesterday with the new updates there was a hidden update with the dragon dagger special which caused the double hits to hit at the same time. Well Jagex changed it back today so there is a bit of time between hits which i beleive is what most people prefered.

Oh boy, I can see it now: threads all over the official forums, "BRING BACK DAGGER SPEC." Anyway, I think this is good, as now I can go to mage bank and not get killed in the 5 secs it takes to pull the lever.

It's weird lol I logged in about 30mins ago and dueled a few dudes and it hit simultaneously.. I then decided to do my lvl 1 clue scroll so I teled to varokc got the 2nd part teled to ardounge and attacked a guard with spec and it went back to normal..

or it might be diff while fighting npc's or PvP
