I do not believe it is possible. Unless you get an insane amount of genies, or spend years on it with recoils.

 

 

 

 

 

 

 

There is no way you will have 98-98-98 98 hitpoints with 98 ranged and 98 magic, or lower, at 99 slayer. You would be at least 99 hits. probably a few others as well.
