I assumed that it was common knowledge that if you had 99 attack or strength but not both equalling 130 you could enter regardless so you could buy your skill cape.

Nvm, I fail at reading, it's 97k GP max a week. Exp values per point aren't noted in the KB.

Does up to 97k free exp a week sound better?

The only update this month that has even a chance of drawing me away from slayer is the Clan Wars updates, the rest just don't look that interesting as of yet.
