You have to at least have had started the "In search of the myrerque" Quest. It will not work if you don't.

To have full access, I suggest you complete the quest. It isn't too hard, and the Helm of Nietizniot is very nice.

The rune scimitar is much better: I trained on lessers alot during my F2P days, and found the scimitar to hit harder and more accurately than Silverlight.

If you get all the ingredients and have the bones, remains etc. and the dentures/talisman or whatever, then you can go to him, use the remains on him, he will make that greegree, and repeat, I don't think you have to keep going through the dungeon. *EDIT:* I just saw I got beaten to the punch :(
