As an owner of a Quest Cape, I would recommend putting together a list of all the skills needed for all the quests, and then getting the skills first. Questing nonstop is much easier than doing a quest, and then taking a long break to get 65 smithing for Devious Minds. I went from 190 to 234qps in a bout 2-3 weeks. Having all the skills makes it much easier. P.S. I would highly recommend getting as far as you can in Recipe for Disaster. The gloves help phenomenally for boss fights and fighting in general.
