My attempt at creating a max calculator can be found in the meta game section. As you can see, there's a lot of stuff that needs to be figured out before time to max can be calculated, and no one was really interested in helping.

I can't think of anyone who is planning to get 200m, but it will be one of the easier ones, around the same level as woodcutting and runecrafting. The front page will be filled by 2015.

It doesn't matter. They last the same amount of time whether there are 1 or 100 people on each wisp. Population only matters for enriched springs, and having more than 4 people doesn't make a difference.

I was wondering why my client wasn't loading. Turns out there was an update. No need to panic.

You really should be asking these questions in Help & Advice instead of in here. C2 are viable at any combat level if you pay someone to clear. You just need 1 floor, so 1 dg is enough. You might get level 2 while unlocking complexity 2. You need 90 fishing, cooking, and woodcutting, and either 90 firemaking or fletching for it to be efficient. Arctic pines are 110k xp/hour with dropping. You burn 1/3 of the logs you cut. You'll also burn maybe 1 log per inventory while dropping, on average. Firemaking is extremely fast with the Book of Char. The time saved firemaking is basically nothing. C2s are a lot more productive, especially if you fish too.

Courses are only close if you have a really good BA team, and good luck with that.
