You might find that your ISP have restricted your use. Bt do it to me all the time, I pay for 10mb Broadband "unlimited", yet if I use more than 100gb in any given month I'm restricted to about 10% of that speed during peak-times. Contact your service provider, and enquire about your connection, it's all you can do really. :
