You have a wrong impression of the genre. Underground hiphop is labeled as it is because its not the mainstream. The culture is heavily influenced in the music, where the artists would make a positive and project a good image for the genre instead of marketed music. You would see much more creative beats, interesting lyrics and you won't have a hook every 64 measures in the the song for filler. Its not because they haven't made it, its because they choose not to and feed the fans of what they want to produce and not what the industry expects of them.
