Good idea in theory, but it wouldn't work. The macroers would probably make programs to lvl their characters up to just a high enough to level to not be attacked by the muggers, and then the only people who are being kept down are lvl-3 skillers.

I prefer to call them wilderness losers. If they want to have rules and regulations from hell to give themselves an advantage, there's the arena for that.

Ok, so I've got 50 mining and need to raise it to enter the mining guild (with dwarven stout), so I need to mine a crapload of iron ores to get there. I'm currently mining south-east of Varrock, is there a better place to mine iron?

I use the deposit boxes.

I don't like it. This would make ore prices drop to the same level as logs, and bars and armor/weapons would drop equally. The economy would take a massive hit and people would be mad at Jagex.

What he said, the General Stores lose money all the time since items get deleted more than people buy. Might work for other stores though.
