It's... one of the most gimpable recoveries in the game. 2nd? 3rd? IDK but it's up there. Basically, his cyclone has an exactly small hitbox. Basically, just fair/bair to edgeguard him, because after he uses his cyclone once he's pretty much dead. Hell, you're rob. Rob is one of the best gimpers. And don't forget his lasers. Laser, gyro, and ftilt when he comes too close. Bad can't DI robs dsmash, so abuse it. Spot dodge-> dsmash works decently... and remember, Rob has an extremely large hitboxes on most of his moves. Really, I'd imagine this game would be depending on who spaces better. If your rob doesn't allow the luigi to get within 'boxing' range, you'll rape him. But... if you do, Rob's really out of options because the spot dodge to dsmash (although it works nicely) is stoppable. I'll say this is around even. EDIT: Come to think about it, if Bad can't pshield consistently offline, than he's screwed. Luigi's approach is pretty much useless without the pshield.

Lol camp. make sure to get those easy gimps, and space him out. The only decent attack he has for spacing is his bair, which you can space out using your ftilt. Make sure to camp against him, and give him a hard time approaching. Bad can't deal with camping. ;) Oh, and Luigi punishes shields hard. He'll break them real easily if you spam shields. Try to not let him get in his range. (Right next to you)

can you tell me how it is usefull? I don't PVP and duel, so it would only be used with slayer. It's garbage everywhere.

They could make it so that you could only get a certain amount of loot depending on what the opponent is carrying. Honestly, I have no idea what's taking Jagex weeks to fix something that I thought up of in 10 seconds.

~70k xp/hour average, ~30m xp needed, so ~400 hours. Rough estimate, but you get the average. Whip on controlled > everything.

If a monster has an extremely low hp, your potential damage would go lower. The more hp, the better. Defense is a factor, but when a monster's hp is that low... it's bad xp. That's why 130's don't kill cows.

Lol Ray, it's a lot more than 5-10k xp/hour less at green dragons, but it is great cash.

8 Hp is not as good xp as other monsters he would kill instead.

No, he could do Waterfiends fine at his level. Remember, if his low level affects his kill rate of Waterfiends, it will also affect every other monster. Again, he's high level enough to do Waterfiends. Banking is 2 minutes.

Bair your Ness = death. You could hit me with your upb, but that still = death. Once you used your double jump, there's nothing ungimpable about it. Remember, if his upb hits something he's dead. You can't airdodge Snake's bair because if you do, he'll just hover next to you until you upb. And then you're dead...

Just buy the tanned leather. Although you could tan them yourself... I wouldn't bother with collecting your own cow hides.

Troaccid said 30k xp/hour is possible, and getting 2.5x that (4x and 1x, around equal amounts of time) is ~75k xp/hour. You can't get that much off teaks.
