I'm not a big magic lvler, but i doubt you can get 348K Magic exp with 400-500K. You get most exp when you alchemy, but when you shoot attack spells you get even less... P.S: You get even less exp with attack spells cause the runes cost so much and you get so little of them. But as i said im not a big magic lvler so i can be wrong...but i doubt i am. He'll lose even more low alching <_<.

As I stated, greater demons or metal dragons (optionally lesser demons). You get lower exp in pc meaning longer training.

I'd say bone bolts. 1. It's about as good as rune c bow with mithril/adamant bolts. 2. Very cheap 4gp per bolt. 3. Tip: bring ranged potions for maximum speed.

Fire bolting/crumble undead (if you have 55 slayer) You can do anything, I recommend greater demons if you don't like metal dragons. And it fits around your price limit.
