XD Silly you ;) (i totally copied that from the last line of your first post :P) So for the range training, I haven't trained range in F2p for so long, but I'll come back with an answer tomorrow. For now, if you want to do mage, you could simply High Alch items, it is a common and pretty good method to train magic. Good items to alch in F2p, since you have 9M that's great, are Green d'hide bodies (you can buy 1000/4hrs in GE) and adamant platebodies (you can buy 100/4hrs in GE). Welcome back to RS and welcome to Tip.It :) You are F2p you say, even if you're 29 hunt/19 farm/50 herblore? If so, for ranging, at that level, I'd train with an oak shortbow and bronze arrows (no need to waste cash on higher level arrows, bronze do the job very well for you!). At lv20 range, upgrade to a willow shortbow :) I suggest you to wear leather equipment for bonus range xp, such as leather cowl, leather vambraces and soft leather body. (not the most elegant outfit, but it will speed up things a bit hehe ;)) As for the location, I'd train on monsters behind fences so you don't get hit back. You could do it on cows for example, either at Lumbridge (southeast of caste) or at the crafting guild. And wow you are rich for your level.
