Not exactly. There was a certain period of time measuring 6 months you had to have logged into RSC in. If you did so you can always access RSC on that account.

If random events actually worked they wouldn't have had to remove the wildy and implement so many restrictions on gameplay. I absolutely hated fatigue, but I would prefer it to random events.
