1. Another team is sent to gather the white stone, as well as any regular stone found along the way 2. Another 8 units of wood are split into planks. 3. The bird pen is relocated away from sleeping areas and pens are built within it. 4. The yellow fruit seeds are tended to (Can I consider this a running actions, so I don't need to use an action on it every day?) 5. Flint and leftover wood shavings from the plank making is use to try to make fire. 6. The crystal inside the white stone is examined for any odd properties, hardness, average size, etc. 4 actions banked

You have to remember that a smaller capacity for weapons means a smaller payload. These androids of yours aren't going to be using STS class weaponry, which could potentially make them completely useless.

Revised actions 1. The proclaimed scholar is given some white stone to work with. 2. The idea of a wheel is suggested repeatedly and subtly to the villages craftsmen. 3. The white stone is examined for any special properties it may have. 4. 6 more logs are cut into planks. 5. A team of villagers is sent to capture some of the birds, and lightly clip their wings (So that they are not capable of flying over the pen in the next action) 6. Wooden pens are built near the farms and any birds which were captures are put in them. 7. Basic wooden roundshield are proposed. This leaves me with 4 banked actions, I believe.

I first check up with my scout teams (I assume getting results doesn't take an action? Just tell me if it does.) 12. Nearby ground is prepared using the tools, near a river or lake, and the seeds from the fruit are planted. I also ask the ones who found them if they grew on a tree or bush, and if they noticed any special conditions they were growing in. 13. Another team of scouts are sent out to look for any useful plants and animals (Looking at the local wildlife, basically.) 14. Wooden wheels and ramps are proposed, to make moving heavy stones and things easier. Logs are tested as a way to move large rocks and boulders around. 8 actions banked

I think you probably need to specifically tell them to be a woodcutting team, not a scout team. Although I'm still a little hazy on the mechanics myself.

4. stone is gathered from the white rock area. 5. stone axes are created to make gathering wood easier. 6. raised tents are erected to make storing food easier (Basically a platform on stilts with a tent over it) 7. the fruit is stored in this tent, but beforehand the seeds are taken out and kept safe. 8. basic stone farming tools are created. 9. using the stone axes, the log is split into planks, making it strecth further. 10. crude spears are fashioned from rocks and sticks. Everyone is told to carry means to defend themselves, and that any and all abnormal activity is to be reported. 11. Another scouting party is sent to look for any signs of fighting or bloodshed. They are armed with spears if possible, or stone axes, or, if those are unavailable, just clubs. 5 actions banked. Amended version.

1. People found the city of Elysium in the original location. 2. Scouts and surveyors are sent out to inspect the area for terraimn types, useful features and resources. 3. Some villagers are sent out to gather seeds for crops.

1) Let them in, but they must prove themselves before being given full honours. 2) Check the map, and if it seems believable, send a small contigent of scouts to examine the locations marked. 3) Send him back, minus a head, and begin defense preperations. 4) Attempt diplomacy to work out a fair split of the minerals. If diplomacy fails, use fear tactics to send them all packing. 5) Launch a full investigation of the advisor while keeping him under house arrest. In my court, there is a "Nothing to hide" policy in place, thank you very much. 6) How viious are we speaking here? If not very, allow villagers to adopt them as pets. If they're vicous (And they would need to be fairly large), use them as war animals. 7) Military Supremecy 8) Assimilate them into our own glorious civilisation in the same way as the nomads. 9) Assimilate, but they must prove themselves before being given full honours. 10) Have them act as sleeper agents and accept the terms. 11) Assimilate them both, friendly nation citizens are given full honours, unfriendly citizens must earn them. 12) It's actually just a block of red hot metal designed to look like a button. Pressing it will burn your hand. 13) Hide the scientist from the public, claiming that he was executed while he works on research in secret. 14) Attempt to get hold of the stone and take it back to the village. 15) D) 42

Well that's a flaw the game has always had, Grim. The system is so inflexible when it comes to countering power creep, it's unreal. I heard some stuff about them working towards a more percentage based system, which would be a lot better.
