The only thing that prevents them is if you have one. Just left click talk to the barmaid+black marketer and if they don't initiate the random then you're just being unlucky. There should be a yellow quest symbol above their head and on the map as well. I'm not sure if it goes away if you don't do the event before leaving your port, however. It will persist until you do it.

Almost cried when I read level 90 gear on the RS main page, but then saw it was only weapons (and only 1h melee weapons at that) and was like :D The only thing this update will hurt are chaotic rapiers/longswords really. Also @Urza, given how accurate level 80 weapons are against level 80 armour without a shield, these level 90 weapons are gonna have a field day against the not-in-game-yet POP gear.

As far as I know you can't pot any requirement needed to make the PoP items.

If a requirement in game is completely absurd and was primarily introduced to reward retroactive gameplay (the trimmed cape was initially designed with Castle Wars in mind, just as the 5k cape was introduced based on the number of players with 5k tickets and not as a "goal" of sorts), why do players still feel the need to go for it?

If the counter on the lower bar in the Shipyard interface goes up from 21 to 25 then it's not due to the random factor and rather a wraparound bug, which some people last week claimed was occurring. But yeah if the ETA says 21 and then the ship sent interface says 25 then it's just the random factor :s

There's a cap which limits how much you can reduce a voyage's time, and it requires only a certain level of speed to achieve this cap. For example, Bowl voyages take 9h24min to complete, and will stay at this length up until 1700 speed. After 1700 speed, the voyage time will shorten until it reaches 6h57min at 2300 speed, after which any additional speed won't affect the voyage's duration (figures taken from HLF, may be inaccurate). If your estimated time on Arc voyages are going up to 25min from 21min when your speed is over 3000 it's more than likely a wraparound bug.
