Its simple. Introduce a new string of hard smithing related quests, each with mid to high level powerfull and expensive smith-able items. This way, smithing rune does not become obsolete to the average player, but since there are a series of hard quests in order to smith the best items only the most dedicated, high leveled smiths should be able to produce quality items.

I don't know how many snapdragons you get per harvest, but if you get at least 5 you are profiting. They are almost 10k each.

Then what's strong? Rune defender is better 95% of the time. Unless you are a dragon hunter or a slayer.

Be sure to use good armor. With 69 defence you can't really tank effectively.
