With 76 defense you might have a bit trouble with this setup, but it is do-able. Granite legs, black hide body, zammy coif, sara amulet, armoured boots, armoured gloves, bones to peaches, granite shield and alches.

Its simple. Introduce a new string of hard smithing related quests, each with mid to high level powerfull and expensive smith-able items. This way, smithing rune does not become obsolete to the average player, but since there are a series of hard quests in order to smith the best items only the most dedicated, high leveled smiths should be able to produce quality items.
Too many hours. You should work in small increments as to not get bored, unless you have a steel will or something. Eventually you'll get there, 99 isn't a piece of cake.

No. Irons and steels are fine. No they are slow exp, and are a good block. They are a fun task, good to break the routine of boring tasks. (like hellhounds)
But this doesn't factor the time spent getting the SC axe. Yes, however if you plan on doing any smithing or construction oin the near future i'd save it. I already have the hatchets, since I enjoy Stealing Creation. So since I have the hatchets currently, are they faster xp than a Dragon Hatchet? I love how people flame me for answering the question... They aren't flaming you. If you already have the SC hatchets, and want to use them for wc, they are faster exp than a Dragon axe. If you have other skills that need improvement, save some sacred clay and use it there isntead.
