42mil what to do?
There's really no point in having a gilded altar unless you plan on training prayer, so unless you have the money for bones too (which you don't) I wouldn't do it. However, if you enjoy questing at all, a recent Dev Diary suggested getting construction to the upper 60s (I would guess 67 or 68) to meet the requirements for the new Wise Old Man quest that will be released.

barrows
You've got all the requirements met for black sally, and your attack isn't high enough to melee effectively (using verac's or godsword), so I would definitely go with sally If you want to raise you mage a bit more, every four levels will add 10 to the max hit. Use Verac's set with infinity boots and a god cape and a fury or glory.

best xp at 73 fishing
As long as you are using fire runes the alch shouldn't interrupt your fishing. You won't have to waste time dropping the fish, although you will lose some money on the alching (sturgeon alch for 45gp). However, you lose money on most alching anyway, so if you want to level up magic as well it's not bad at all.

quicker killing blows?
It also makes warped tortoises a cinch. With the killing blows they're decent exp plus you get a lot of shells.

undead chickens
The chickens are near the farming patches east and a bit north of Canifis (or slightly west of the ectofunctus).

ZMI Running
Agreed. I find I always have at least 30k fire runes lying in my bank that don't sell on ge anyway, so I just use those to pay the banker. Even with the ge values, it's still cheaper than the tele runes lunar island.

ZMI Running
Since the agility update, it's a piece of cake. I did it a lot with 68 agility, and once every twenty runs or so I would run out of energy, but I was wearing dhides. Just wear weight reducing gear (i. e. spottier cape, boots of lightness, and penance gloves if you have them) and you'll be fine.

Zamorakian Spear
That depends. Are you slaying? Do you corp? What's your attack level? If you're thinking about slaying, it's probably worth while to pick one up. It's good on waterfiends and metal dragons if you have a high enough herblore level to make super antifires. However, if your attack is pretty high (95+), you may be better off grabbing a saradomin sword for the fiends, gaining some strength bonus at the sake of the accuracy. If you don't do any of the things I mentioned, then no.

Barrows Myster
I believe Jagex has stated that the rewards are not calculated until you actually search the chest; thus you may open the chest, kill the last brother, then search and get your reward for killing all six. Do I have somewhere I can cite this? No, so if you want absolute definitive proof, I can't help . . . yet.

Does Ring of Wealth Affect Charms?
I've heard people go on and on about how a ROW is useless, but in some lobby bursting guides I've seen people say that it dramatically increases charm drop rate. So what's true? Is it worth wearing?

Smithing training
You make a profit with cannonballs, but it's slow, about 3:00 an inventory (13K exp an hour at edge furnace). You could use the money you make there to offset the costs of smelting gold with goldsmithing gauntets to break even and get OK exp.

Armoured Zombies and Range Training
What really makes the armoured zombies so good is the ability to pray at the altar to use piety. Without piety, it's really not all that great. You'll want to invest in 70 prayer. Your other combat levels are fine for it though. For range slaying, unless you're in Kuradal's dungeon (which you won't be at your level), you're better off using a crossbow. You also will want to use broad bolts, which require 55 slayer. Some monsters with really weak defense could be ranged using knives or darts (i. e. fire giants) but generally stick with crossbow on rapid as a safe bet.

Magic equipment
I would change chest and legs to ahrim's, get an arcane necklace from dungeoneering (+15% magic). If you want to invest the time, an onyx ring (i) or seers (i) would help.

Prayer Flashing
Not sure how long ago you quit, but I do remember hearing something about how they changed the game engine and make it harder to prayer flash, but it was still doable.

Some range tips
The only change I can think of is the longbow sights from dungeoneering. If you're planning on doing some range pking in F2P then it might be worth getting, but otherwise the extra accuracy wouldn't be worth the time invested.

Construction boosting
They do stack, but obviously only for the stuff that can be built with the saw. EDIT: So for gilded altar, you'll be fine.
