Oh *that* issue...no, that's an internal thing with RuneTrack updating late/never and unfortunately I know no way of fixing that, unless you can mange to hunt down Sword Kill yourself.

Check the Jagex hiscores to see if they're updating properly. If they aren't updating on logout, that could be the source of the problem. To fix it the only thing I could recommend is logging in, gaining a little xp, and logging all the way out a few times. It seemed to solve it for me when I had a similar issue :).

According to RS Wiki, once the final rotation of Vorago has been released, the cosmetic override will be obtainable by mauling all Hard Mode rotations as you were saying above. So it's a quite reasonable hypothesis that this happened recently and it is now available. I don't know about armor for actually fighting it, but I'm guessing T90 armor would be a necessity, either the Ports version of otherwise.

You can find the percentage chance of obtaining protean planks from a portable sawmill here, if it helps. Then you would have to calculate how many planks you can actually process in an hour, but it's a start.

I'm going to go out on a limb and just guess that imcando is a better deal, since 25% incinerated is a nice large fraction and done immediately, and the improvement from one pick to another isn't that huge, unless Seren Stones are very much different from other rocks in RS. Unfortunately I can't test myself but it would be interesting to see the results!

I've been skilling since this came out last night (aside from sleep of course), and I now have enough snow for one snowball. Kids, there is a moral to this story: don't sleep during these promotions!
