If you level Slayer some more, there are some good monsters (in terms of cash) that you can access in 5-10 more levels.

My info may be out of date but is an obsidian cape any good? It would seem to fit within your budget. You're better off duel-wielding than using a shield in most situations, but if you must have a shield, maybe dragon kiteshield?

"I need 70 prayer to do this awesome quest and experience it for myself...but killing things for bones/ashes is taking too long!" Mostly along the lines of med-level players looking for ways to access something they may want (fixed milestone) rather than necessarily competing (I MUST get full dragon before my friend!).
