They are there with good purpose, people that don't speak english deserve to have their own server. Good job there Jagex. However your discovery is, unforutantly, true. The servers are used as training spots, and it is sad. Maybe if the people that spoke the respective languages went on the servers, making them crowded, the people training there would go back the the server they belong in..
