I love EU3 negotiation system. I declare war on a country relatively far away. Watch my coast for a few years, intercepting their escort-less transport ships, wait for their war wariness to hit 50%, tell them to disband their empire or continue the war.

Sure, nothing that can be solved in half an hour anyway. PM is confirmed.

To resolve any confusion...Budgets are reset every 7 days....You do not get a fresh budget every year

60 Billion went to Industries. 40 Billion was taken by Industry and invested and given as bonuses...ect...ect...So it is gone. 20 Billion was given to the Government as a one time bonus.

China: The Emperor has lapsed into a coma, his second in command has agreed to all demands except for the Repubic of China and ended the war in Asia. The war with the Republic of China has been put on hold. Korean War: South Korea, with American assistance, has repelled most of the invasion, pushing North Korea back a few miles. North Korea have threatened the use of nuclear weapons agains the Continental United States if they do not surrender immediately. Brazil: Once against Brazilian attempts at Hegemony in South America have left it as a laughing stock. This time the attempt was to get South American governments to put all their road signs in Brazilian. As an incentive to this Brazil offered a sizable portion of investment for all participating Governments. Bolivia, who told Brazil to get stuffed last year, is earning itself a name as a country that doesn't take crap from anyone(+3 World Presence), told reporters that Brazil only wanted the signposts in Brazilian so that their tanks would know which way to roll, a call echoed by Argentina and France, who waded in to support their state of French Guiana. Columbia fully agreed to the reforms and Brazil invested $42,466,350,000 for an additional 6%. In the growing storm Brazil began a huge campaign against Bolivian Poverty, citing Bolivian freeze on investment as the number one cause of poverty in Bolivia. This backfired slightly as Brazil controls 26% of the Industry in Bolivia, and they are paying below the poverty line. Brazilian Government spokespeople said that this was designed to prevent destroying local Industry, and implemented a minimum wage of $500 a month in Brazilian Factories (increase of 500%) and called on Bolivia to do the same(+2 Moral, in exchange for a 1% tax increase in Brazil(Can be vetoed by Retech with just a slap on the wrist penalty)). Switzerland, which had been waiting in the wings, hammered out a deal with Bolivia for 20 Billion Dollars, subsidising wages and agreeing to assist series of reforms to help bring Bolivia into the modern world(+2% Growth). Brazil holds the trial on Dr Pala, and the records are sealed. Though international reporters noted that Indonesian Envoys stormed out during the trial. Brazilian appeals for a redeclaration of Human Rights went unheeded in Asia. Japan: Tokyo has been BOMBED! Or more specifically, at 0900, on the 24th of January, 2015, Five Intercontinental Ballistic Missiles(or 1 ICBM and 4 Submarine Launched Ballistic Missiles if you want to be accurate) rained from the sky with high explosive warheads, destroying many skyscrapers, roads and factories. Shortly afterward another four, and then another four, and another four, and another four, then three...and then only the cries of children, the lick of flames and the blare of car alarms that would never be silenced by their owners again. Japan had only 11 minutes to prepare for what looked like a single ICBM, aimed somewhere near the capital city. Just four minutes before impact another four missiles appeared, fired from the sea. Evacuation procedures were initiated, but were largely ineffective due to it being in the middle of the morning rush hour. Japanese Aircraft took off to intercept submarines just after the first ICBMs hit, and managed to bomb two of them before the missile attack ended. One of the subs explosively decompressed, while the other went in circles after a bomb hit the rudder. Japanese pilots showed great restraint in not bombing the wounded vessel. There was also a dogfight over the Indonesian Aircraft Carrier Invincible, deployed to protect the Submarines on their return back to Indonesia. Seventeen Japanese F-16s were shot down, compared to seven Indonesian Harriers. While the F-16s fought more skillfully (46 Prestige), they were equipped mainly with bombs, not rockets, giving the Harriers the advantage there. The bombing runs on the Invincible scored three takeoff kills, and destroyed the comms tower- At the end of the battle Navigation homeward was directed from the Engine Room. When the fuel gauges showed red the Japanese broke off, rather than send in the fuel tankers for in air refueling, for obvious reasons, allowing the Invincible and the two subs to limp away, back to the relative safety of Indonesia. Japanese people are outraged by Indonesia's brazen attack on the homeland with no good reason and are demanding vengeance. The Japanese Prime-Minister has made the announcement that 'As of Nine AM this Morning a State of War has existed between our Great Nation of Japan...and Indonesia.' The total/near total destruction of Tokyo will likely have many affects on the coming years. America has given orders to pull out of Japan, which was started by some companies, but not all, resulting in -5% growth for the next 2 resets. After the bombings the rest of the American Industries rapidly pulled out, resulting in another -5% growth for the next 2 resets. IE -10% overall, with a net of -7.60%. And reduced Japanese Economic Mobility by 5. However, sales of factories in Japan have netted 300 Billion Dollars, which could be reinvested to cut the growth decline to just -2%(net of .6) this reset and -5%(net of -2.6) next reset. South Africa: Continues to groove on. Indonesia: Indonesia's top strategists have been preparing for a possible Japanese Invasion, and so have set up vast defensive infrastructure within the country, based on what Japan is likely to do next. The Army has also swelled by 250,000 men, which had caused some friction with the population, until War was declared. The attack went off without a hitch, with Indonesian Subs stealth attacking, while the Invincible was supposedly conducting training maneuvers, allowing for complete surprise to be achieved. Once the payload had been launched the Indonesians began to retreat, but two Submarines were destroyed by Japanese aircraft, and the Flagship Aircraft Carrier Invincible was damaged, requiring a 100 Million dollar refit and a year in drydock. Seven Harriers were also lost during the attack. Indonesian Industries also donated 20 Billion to the Indonesian Government after it emerged that Japan had given 60 Billion to curry favour. Indonesian's have instead invested it in themselves, +1% Growth. Indonesia also showed it was a modern power by announcing on You-tube that it was at war with Japan. [hide] (Yeah, finding an 'I declare war video is harder than you think') [/hide] Germany: The GASP has been set up, with an aim to reaching Mars within 15 years. German Industry have yet to invest more than 5 Million in the project, due to limited commercial applications. Europe is slightly annoyed with Germany for promising Bio-fuel research when it is still 22 years away from being any better than anyone else's. Though France, Britain and Russia have all committed to reducing Carbon Units...whether they will or not is another matter. America The nationalisation of Japanese factories has caused massive uproar, with riots stretching across the West Coast. In many instances the Japanese owners had been working their way up since the end WWII, and many see a return to internment and the violence of that era as the next step. While it is true that some of the Japanese factories were brought up very quickly, others were taken over and more or less stripped of assets, this has had the effect of reducing growth by 3%. There was, initially, much distress and anger about pulling out of the very good markets of Japan, which resulted in -9% growth, however, after the bombing of Tokyo, the American companies saw the logic and analysts say that selling earlier, when prices were higher saved hundreds of billions of dollars, resulting in only a -4% reduction in growth, so -7% gross and -4.6% net. This has made many Japanese Americans suspect that America knew of the attacks in advance and did nothing to stop them, and the Japanese Americans are not alone, with many prominent figures speaking in their support...a real armada storm is brewing, particularly in Western America. On top of this the supply of many Japanese electronics products have been replaced with substandard American products, which is annoying everyone except American business owners, and smugglers, which have seen a huge rise...and following them is Organised Crime. Switzerland: Has invested 20 Billion Dollars in Bolivia, taking a 51% share of the Industry in the country.

Hmmm, Microwave satellites seem best, you happy with that?

Oh, and what sort of wireless energy transfer...since small distance are already possible, and large distances will take a decade or three.

The CIA...FBI...Research Labs... Also http://en.wikipedia.org/wiki/Official_secrets_act http://en.wikipedia.org/wiki/Top_secret#By_country Britain, America, Australia, Malaysia... And, this is just me, I wouldn't keep my 'So the plan is we blow up the Reichstag' files where johnny public could see them... ...I mean the Kaiser didn't send Swedish Envoys to Britain with instructions of 'Go to the GOVERNMENT buildings and get me the top secret war plans'...If he did then the Swedish envoys would have been arrested. Generally speaking, unless someone allows you to rifle through their archives to find the top secret spy data, you are gonna get booted out of the country. Factions. They are independent powers, but all identify themselves as part of the same nation.

Japan: Japan begrudging, with some minor rioting, sent some 200,000 soldiers onto military transports and dispatched them for Mainland China, with a mandate to re-establishing Chinese Control. However, Republic of China aircraft intercepted and bombed three transports, killing 9,000 troops. The Admiral in charge of the operation ordered the retreat as it was felt that attempting to break Republic Air Superiority would lead to an unacceptable loss of life. At home the Japanese people were appalled at the loss of life and demanded an apology from the Republic of China, which was given in due course. Virtually no one in Japan wants more killing, though relations between Japan and the Republic of China have dropped considerably. Japanese Envoys were also deported from Indonesia after they attempted to break into government buildings and steal classified documents. Indonesian news reporters have called this a gross act of espionage and demanded 50 Billion Dollars in reparations. The international community largely agree that Japan was in the wrong, and while some extremist newspapers hang a question mark over Indonesia's intentions, the wider community are ambivalent, neither trusting or not trusting Indonesia(default position). Indonesia: Having arrested and deported Japanese Envoys, relations with Japan have all but collapsed. Calls for a preemptive strike against Japan are intensifying. However, the increasing militaristic and interventionist attitude has scared off the Malaysian Government in alliance negotiations, as they are unwilling to commit to an alliance with a country which may bring down the might of whoever they have a problem with at the time. Set against this Brazilian investigators have been trawling through Indonesian records. There was a minor altercation when a large underground silo was discovered in the middle of Borneo, however this was later confirmed as a 'Net-Farm' testing site that was being built over the next few years. The idea being that Genetically modified crops could be tested in a large tank without risk of GM crops getting out and mutating the local wildlife. There was further altercation when the Indonesian's searched the Brazilian investigators and found that he had taken some of the research documents. He has been arrested and is awaiting trials in Indonesia for Espionage. It is unknown if Brazil will attempt to free the man. A group in Australia took Chinese reports as true and blew up several buses in Indonesia in retaliation for the murders of Gary and Claire Antoine. The Australian Government has publically apologised and condemned the terrorist attacks. Outside of this Indonesian Newspapers ran stories relating to China's killing of international persons, there was no real effect as this was already widely suspected. Germany: Germany has begun a massive construction program in Berlin, which is causing some minor disruptions to the transport network, though nothing too significant. In Southern Germany, the Black Forest to be precise, a study of weather patterns is underway. Italy: Italy has cut back on the 'Go Green' policy, which has annoyed less people, but reduced this years carbon cut to only 200 Carbon Units. Fly overs of China have taken place, dropping food and basic survival supplies. There were no significant incidents with this. Brazil: Brazilian inspectors have gone over Indonesian files with a fine tooth comb, finding no records of death camps or any such areas. They did however find a large silo hidden on the Island of Borneo, the Indonesian Government later revealed that this was a top secret 'Net Farm' Research lab, which the lead inspector, Dr Pala, was highly skeptical of, and requested files on the 'Net-Farm' Research so he could check them over. After a week the files were returned, but copies were found in a clearly marked 'Diplomatic Bag' which was to be sent back to Brazil. Dr Pala was then arrested and detained awaiting trial for Espionage. The remaining Investigators were accompanied by Indonesian Agents until they were ready to leave, where they were thoroughly searched before being sent home. Brazil has been largely silence on the issue, aghast that Indonesia would search the diplomatic bag, a clear breech of diplomatic immunity, but embaressed by their own Agent's crime. It has been suggested that Dr Pala was working for the Government, though these views are more prevalent abroad than at home. Brazil has received the go ahead to land aid and supplies from everyone involved in China, except the PRC. Some Medics and supplies have been dispatched under international law. The Brazilian 'Save the Amazon' Program has finally started to yeild results, with a 12,000 Carbon Unit reduction in Emissions. It is expected that this reduction will grow as biodiversity increases. Brazil has launched two massive investment schemes into Bolivia and Columbia, ones which dwarf local industry be a considerable margin. The Bolivian Government put a freeze on investment when the new industries began stripping workers away from older industries. Meaning Brazil controlled only 26% of the Industry in exchange for $4,987,320,000. While the Colombian Government more or less ignored this, allowing Brazil to control 33% of their Industry, in exchange for $141,554,500,000 Columbia, chasing the money, has agreed to share defensive information with Brazil, while Bolivia has threatened continue to the ban on investment for the next 20 years, and to tax Brazilian Investment at 50% when it is allowed again, if the summary demands for military reports are sent again. While Bolivia may be overstating their position slightly it is certainly true that they are not simply going to roll over. This debacle in regional politics has hit Brazil's world presence for -2, and caused Argentina to reject an offer of alliance, as well as bringing the whole thing into the public domain, rather than private. South Africa: Aside from keeping a lively blog and twitter account, reporting on the Chinese Civil War(+1 World Presence and Moral Standing), South Africa has done nothing of note this year. China: There has been a minor increase in rebellious sentiment due to foreign agitation, though it is rather small. China has released numerous documents on Indonesian War Crimes, though they have been thoroughly disregarded by most of the international community (Players were more disbelieving than believing so...). The Emperor marshaled forces, but there were gaping holes due to the Japanese troops not arriving, these were filled by local Warlord troops loyal to the Emperor. The Media has begun broadcasting overt propaganda, which has had little effect due to general power cuts across China. There has been sporadic reports of violence in and around Bejing due to the Emperor's guard forcing people back to work, treating sick people as dissenters and beating them, as well as forcing people to work for no money. Many of the warlords have pledged allegiance to the Emperor, with various conditions attached, such as autonomy for their lands and independent paramilitaries. (Purple is loyal on the map) There have also been negotiations with India, Russia, Burma and Vietnam who have a list of demands: Russia demands all Chinese Territory north of the 41st Parallel North. India demands the annexation of the territory they currently occupy, and the Independence of Tibet. Burma asks for 300 Billion Dollars in reward for holding the territory from India. Vietnam asks for Hong Kong and 200 Billion Dollars in reward for holding off the Republic of China. Tibet will only agree to full independence of their country. The Republic of China is unwilling to negotiation at this time, unless you offer unconditional surrender. Tibet has made vast strides in the West thanks to anonymous military aid, and local deals with Chinese Warlords. GDP analysis's say that China as a whole has lost 2 Trillion(so 3.7 total remaining) due to deaths, destruction and lack of organisation, with: Loyalist territories controlling 1.9 Trillion Tibet controlling 0.8 Trillion Russia controlling 0.4 Trillion Burma controlling 0.2 Trillion Vietnam controlling 0.3 Trillion India controlling 0.1 Trillion The available military strength, on aggregate: Loyalist 100 Tibet 80 Russia 450 Burma 30 Vietnam 30 India 220 Remembering that China has been at war with itself for 3 years now, so gangs, soldiers and paramilitaries...all the highly trained fighters, have either been killed or wounded. America: Demolishes the UN building, fortunately it was abandoned 3 years ago so no one was hurt. American troops are deployed to South Korea and begin fighting the North Koreans, holding the line. Other World Events: Russia has tested a nuclear bomb and is now nuclear capable. [hide] [/hide]

Nah, the universe collapsed and sucked your bonuses in  But seriously, you are working on the super-government with the other Baltic States, not exactly 'not radically altering my countries political landscape'

Its grossly inefficient, highly subjective and ultimately useless?

Kk, I will think about it when I sleep.

Resistance, I do the updates once a day, so you may want a full plan typed up, or some guidelines so I know what people are supposed to do. Doesn't mean that that is what they will do, but its what they will probably do.
-
Can't imagine anything you could offer... In the future they might be interested in you brokering a deal with the Chinese...thats all I can think of though.
-
@Resistance, its not 100% chaos and take over, its that you didn't step outside your palace...so the local faction just took over everything outside the palace gates. Police: 900,000 probably. Loyalty...you would need to send out envoys and what not...though you can safely assume that Tibet is not on your side. @Mather What are you offering?
-
Mmmm, 3 things first: First China doesn't have an Emperor, and if he is the figurehead you say, then him saying 'Arrest' inconsequential, since the Officials, the ones with real power, will just do whatever they like and justify it later...or would have if they hadn't died. Second Chinese Police are loyal to the Government before Justice (or so I am told). If not, then if you saw someone shooting at someone else, you would protect them, except if you knew that the person who was shooting was a police officer/official, but if they are also shooting at a police officer/official...then what do you do? Given that you can't exactly stop and ask questions...So either you wait for orders, which inevitably come from the survivor...or you pick a side. If you arrest someone then you are liable to get shot, and if it is Policeman against Policeman then you have no idea who you can trust...Believe me, I have written University Papers on the psychology of the break down of society in a crisis. Third Dead men tell no tales...If there was a trial where the only crime was getting promoted ahead of them, or snubbing someone somewhere...better to kill them and say they had a gun...or some such. So its not exactly easy to formulate responses when your China doesn't correspond to real world China in any real way. In any event, it is not unpullbackable (quadruple word score!). There is a lot of confusion at the moment and you could probably bring most of the groups back under your control with no major trouble, and Mather is sending you a bunch of troops to assist you. Obviously dealing with Russia, India, Burma, Tibet, the Republic of China and Vietnam will be more troublesome...Big stick or walk softly, to quote the vernacular. @Spork Until they are destroyed, upkeep is: For every 10 Billion you spend, your Tax rate increases by 1%. So it is easy =)

Armies are reset to not having anything. Price of Soldiers is Prestige * 2,000 Everything else is found on the internet.

Mmmmm. You told your officials to seek out and destroy corruption, in a country where the officials are corrupt. One of those you kill my secretary, I kill your wife kinda of situations...and settling old scores, of course. Then you have people going on the run, hiding in villages, what have you. Then you had a total lack of orders from the Emperor, so having 1.5 million paramilitaries had no real effect. Officials control the Police, and the officials kill other officials...Ergo, the police become private armies. Policies that have the title 'Night of the ...' are associated with mass killings. And the five officials you ordered to carry out the operation were killed within a month or so, along with many of their subordinates, so without new orders from the Emperor they just carried on. And saying 'I didn't know' kinda confirms the point that the Emperor was totally detached from things. Additionally the game is played with 1 day = 1 year, in case you were unaware. @Mather It is difficult to tell at this point.

'English doesn't make sense because you use a different word for photo and photograph, when clearly photograph should be a camera, rofl.' 'Science doesn't make sense because I looked in a jar of peanut better and didn't find a new human, rofl.' If you take any single part of science, or linguistics, or anything sufficiently large for that matter, hold it up against another single part of science or whatever, you can say 'THIS PROVES THAT IT IS ALL WRONG!' Why? Well that's a good question, and I think it can be best explained through the medium of sound propagation and range finding  : You are standing in a field: And you hear a noise. You have super amazing hearing, so you know that the sound was 40-60 meters away: This is holding up one piece of evidence, and there are limitless locations it could have been. Now, say you have a friend, also standing in the field: And they hear the sound at 20-40 meters: We can therefore narrow it down to a smaller area. However, now there are two people, and person A says that it is on the right, and person B says it is on the left, and they both write books about how it is on the left or right, and they disagree about it for hundreds of years, passing it on through their children. And eventually, many hundreds of years later, someone hears the noise with two other people present: And we discover that person A was right.(or in this case left) However, during those hundred years or so it has been discovered, amazingly, that sometimes sound also comes from the right, but those are different sounds. Thusly, even though person B was wrong about this, they were right about other stuff. But if someone from Person C's generation picked up a book from person B's time, they would know it was wrong. However, Person C, being fairly active, doesn't want to spend their whole life rewriting all of person B's books because it would mostly be pointless. So, there is a mistake, which everyone knows is a mistake, but aren't that concerned by because its not that major. Then, a few more hundred years later, someone, person D, comes across person B's book and goes 'They were wrong', and they tell everyone that person B was wrong, and everyone is totally amazed because everyone had forgotten that person B was wrong, and so they go off on a little quest to make sure Person B wasn't wrong about anything else, and lo and behold something else person B said once happened to be wrong, and because person D's Generation are no more sad and pointless than Person C's, they don't bother to rewrite the books. And so on and so on, with all the tiny mistakes being left in the language because, in actuality, it doesn't matter, because the things are rarely, if ever, looked into and brought up. Except when it is, because people get their knickers in a twist and go 'OH OH OH, ITS WRONG!!!!!' and they run around looking for other things that are wrong, and sure enough, because these things have been around for hundreds and hundreds of years, there are mistakes...There is a big song and dance and, either, people accept the fact it is wrong, and ignore it, or they ignore the fact it is wrong and accept it. Long, and tangential way of saying 'Yes, there are mistakes, we accept there are mistakes, because trying to correct the mistakes would be a majorly pointless waste of time.' ie, teaching everyone Latin, just so in 50 years we can go: OH MEUS DEUS! ERRATUM!!!!!!!!!!!!!!!!!!!!!!!!!!!

Its more or less a pin point of his control, but thanks.
