And modern aircraft would move at immense speed, so surely it would be hard to aim where you think they'll be? I'm trying to be realistic here.

I do believe that I once proposed this and was quickly shot down... I think people understood your floating cities to mean in air (Sanctaphrax-esque+sp). My floating city is super, though. Current population is 400,000. We're building military factories in the Philippines and New Guinea to help combat unemployment and boost our military productiveness.

Japanese citizens are concerned with the size of it's rivals armies and an unexpected boom has increased our national army size to 3.2 million. Training schemes have been initiated in the Philippines and New Guinea which projections indicate will swell our army by up to 500,000 in 2 years. Our naval fleet has been upgraded, and our ships now move at up to 60 knots. Same goes for our airforce, we've got 120 high tech aircraft that we've recently designed.

Japan maneuvers it's fleet to invade the Philippines. With an army of only 120,000, combined with the help of our spies sent there a few months ago to cause dissent, we expect the island to fall under Japanese control by the end of the year. My scientists are working towards a method of increasing the speed of my naval ships, as well as teching towards stronger and more effective Anti-air defences. EDIT: Er, I don't think anyone owns the Philippines. If someone does, ignore me. Last map had it blank though. I think.
