It is probably a lot of the melee noobs or rune pures who don't think they can get it because they have low stats. I have done it with 65 range, 40 def before though. It really isnt about your levels too much, just your strategy. I hope they don't get rid of this requirement though, anyone with 93 slayer should easily have the stats and money to get the cape. they were proabaly lazy noobs again, and misread that you need fire cape for all of them....

I've done a task of desert strikewyrms, and found out a few things.... first off, they match the attack speed of your weapon. second, they have 120 hp. and here is a droplist... uni's are a GODSEND for dark beasts, they allow you to tank them instead of wasting prayer. just bring EE, Uni, and 2-3 p pots for constant piety.

im pretty sure the railgun works on the turrets too. i really like this upgrade, going from cartoony to realistic was def the right choice. its also pretty hard, lol.

pvp weapons are 72, not 80. also, most tank ranger's ive seen stop at 70 def for barrows, or 75 for dfs.

Lol why 39 mourner sets? I think you needed them to get to dark beasts before Kuradal's dungeon. Not 100% sure though. yes you did, tho the tele crystal negated that. and now kuradal, they totaly useless lol.
