Dust Devil Possible Nerf?
Possible? Yes. Did it happen? No. I've been getting the same as always.

You're also welcome to add me if you need to. Also for future reference, whenever you get to a problem like this, the best idea is always to play it safe and cite it :)

exp rates in f2p
I can tell you that ranging Flesh Crawlers/Giant Spiders is the best ranging xp (look to my combat guide for more info) and gets 30-35k xp/hr. Powermining Iron technically can get up to 42k or even 45k xp/hr, but more realistically you should expect to average at 30-35k in f2p.

My future guide...
A little vague, but I understand you don't want to give away your topic, so I'll work with it. If it's actual data, such as calculations or field data, then you should cite that. What I mean are numbers someone went out to obtain and add to a table. Yes, cite that. If it's general data, such as an ore respawn table, there is no need to cite. If it's like a calculator of some sort, or a Grand Exchange watcher, you should cite it, although if all it does is gather and organize info, it may not be necessary.

Mining granite
The more waterskins, the more efficiently you'll be using humidify. That being said, you only need 4 empty slots for the granite and 3 for the runes, so 20 waterskins would do fine (if you want to leave a space for random event boxes).

My future guide...
I assume you are borrowing an image or graphic of some sort? In that case, yes, you could DEFINITELY cite that source. You should not use an image/graphic someone else made without citing it. You don't need to be flamboyant about it. Just add, "thanks site X for pictures" in the credits. If you are borrowing information, you generally do not need to cite it unless it is extremely unorthodox. Any methods, info, etc. that is fairly well-known (not necessarily commonly-known) doesn't not have to be cited. If you are borrowing something else, then you will need to be more specific.

Runecrafting Help Needed
Sure. First to establish some floor numbers (keeping in mind these are all averages and using all 3 pouches, which the OP doesn't have since he is only 60 rc, but this should only make the better methods better and the worse methods worse): Smoke Runes are ~40k xp/hr, negligible magic xp/hr, and break even. Ghraak Natures are ~25k xp/hr and 250k profit/hr, as well as negligible summoning xp Barrows is ~900k profit/hr, with accountable combat xp, but the combat xp will be ignored for simplicity's sake Note you could also use Steam Runes instead of Smoke Runes for 45k xp/hr but 200-300k loss. However, this is obviously too expensive in this case, so will be ignored. So let's say the OP wants to gain 20m (arbitrary figure). Now if he just ghraaked the whole way, he would get it in 80 hours and would have 2M RC xp as well. That means that he has 58 hours to spend runecrafting to make up that xp. In 50 hours of smoke runecrafting, he could have his 2M runecrafting xp. This means that he has 8 hours left over. Those 8 hours can be spent at barrows (making an extra 7.2M cash) or getting xp (320k extra xp). To summarize: in 80 hours of Ghraaks, a player could gain 20M cash and 2M RC xp. In those same 20 hours, the same player could gain 20M cash and 2M RC xp in 8 LESS HOURS, which can be spent making 7.2M extra cash or 320k extra RC xp. If he was to go for XP, it is a similar story. If he were to go for a level, it is also a similar story. EDIT: As far as guides go, Zarfot's is hands down the best (although he explains it for steam runes and not smoke runes, you should get the general idea). Find it by googling "Mega Runecrafting Guide 4", or by searching that same query in the RSOF. TIF also has a good guide (with pictures!): http://forum.tip.it/topic/245758-smoke-runecrafting-quick-read-32-40k-exp-per-hour/

Help with Jad
Well I can't say I'm an expert on the subject, but the most obvious solution is to simply kill the healers. Are you sure you have all 4 attacking you? You might've had 3 on you and the last healed.

Runecrafting Help Needed
Smart and true, but does not apply in this particular case. The fact is that Runecrafting is not the moneymaker it once was (excluding 91 and perhaps 82). Almost everything is better than it (green dragons, mining gold, aviansies, barrows, anything you can think of really). Of course, the counterargument is immediately: "but you get RC xp". If you really want me to break it down, I will, but you're much better off doing other moneymaker + smoke runes than Ghraak/Abyss for pure rc profit. In the end, you will make the same money and get the same runecrafitng xp, but in far less time. This time can then be turned into even MORE money or MORE RC xp, making other moneymaker + smoke runes the better option by far. If you want me to explain more, post, and I will. So technically speaking, the "best" way to train runecrafting is by smoke runes, then using the saved time to make money. However "best" is not the same as "favorite". You may enjoy Ghraak/Abyss runecrafting far more than the "best" method. This would override the fact that the best method is "best", and you should therefore do your favorite method. But in that case, you don't really need anyone's help if you know what method is your favorite. EDIT: You'll notice I said that 91 and 82 are possible exceptions to the "RC makes no good (relative) money" rule. But even when you take this into account, smoke runes are better. This is because you get the level a lot faster, and therefore you have longer to use 91/82 runecrafting. You can use this extra time to make more money with 91/82 than you could have Ghraaking/abyss training.

Arnt those methods very costly? Steam runes are costly, but smoke generally break even or profit.

changing crystal seed into chimes
You're using it on the wrong bowl. You need to use it on the singing bowl in the dungeon in the Gnome Maze, not in the Grand Tree. You know, the one from the Path of Glorphie, not the Eyes of Glorphie.

Runecrafting Help Needed
Smoke runes. Use Magic Imbue + Binding necklaces. You could also make Steam runes for even better xp, but at a loss. Smoke/Steam runes are the best rc xp until the 80s, when ZMI becomes better.

how do i delete my rune tip account?
Admins are able to but they choose not to delete accounts for any reason ;) Well there you go then. You can't delete your account. Although I still don't understand why you would want to.

how do i delete my rune tip account?
Because you can't, although an admin probably could if you asked kindly (and clearly) enough.

Barraging rock lobster cost 87-99
114k magic xp/hr 59.5k hp xp/hr 513 casts/hr 6 blue/hr 40 green/hr 163 crim/hr 96 gold/hr 1.45 ppots/hr = ~6 doses/hr 1 cast = 222 magic xp 1 cast = 115 hp xp 1 blue = 85.5 casts 1 green = 12.825 casts 1 crim = 3.15 casts 1 gold = 5.34 casts This was prior to the auto-casting update, so if you use damage boosting potions and staves, expect better results. So yeah, there you go. Just calculate the cost/spell yourself and you're set.

80-94 mage with 15m?
You need to gain roughly 6m xp using that 15m. This means you can only afford methods that cost 2.5gp/xp or less. That cuts out most of the fast methods (except maybe plankmake or bolt enchanting on some occasions). So yes, it's possible because as said above, there are cheap or profitable ways to train magic. They are just extremely repetitive. To answer your question, then, it is possible to get 94 mage with 15m. You will need to rely on difficult methods such as SC hat stunning, superglass make, etc. But while it is possible, it isn't practical. I could not see myself getting 6 million experience (which, you need to remember, will be about 150 hours of work using the cheap methods you will be using) by using such intensive work. But do not let my limits stop you. If you want it, you can do it. But that doesn't mean it will be easy. Also I'd like to correct Cptbaker08, Plankmake is 150k+ xp/hr, not 130k+.

Is it just me or did you notice the same?
I would like to second this. However, I will also add that the Tip.It Staff is human, and mistakes can happen. Also, the contributors are also human, and they can make mistakes. I'm not saying that particular entry is wrong, but I'm saying it is a possibility. So don't worry too much about it.
