A Black (T) Skirt is not worth anymore than 100k. Most likely its 70-80k Black Kite Shield (H2) is a Treasure Trial Item. They are Heraldic shields available in 5 varieties (H1-H5) and come in Black, Addy, or Rune. Look at Tip.It's Treasure Trial Guide for pictures of them. Black Heraldic Shields are around 100k I think.

Dalcyte is right, I personally have been through every talk option with the Wise Old Man and never once does he mention why his telescope is trained on the Wizard Tower. Neither does he say why he robbed the bank. I haven't finished Swan Song, so no comment there. It is an interesting letter though.

He's saying that there should be a new area that uses a special currency (like Tokkul in Tzhaar City or Trading Sticks in Tai Bwo Wannai), only you can make the currency yourself with Silver after completing a Quest. Its a good idea, but you should put a lot more work into it. For example, a small write up for the Quest, or what the currency is used for.

Its just a common bug. Happens all the time (especially in Pest Control and Castle Wars)

This is the story: My brother was doing something in-game (I don't exactly remember what), when he sees a person breaking a rule. We'll call the rulebreaker Bob. I'll tell you this, all of Waterbirth Island is multi-combat. There are three rooms on the first level, one with melee only Rock Crabs (drop Rockshell pieces), and one with range only Dagannoths. Thats all I really know.

I always use them on Prayer. Only exception is if it will raise a skill up a level, then I'll use it on that.

Because of this, and the fact that I pay for my own subscription, I cancelled my membership for the schoolyear. You could grow yourself an Apple Tree. Or just start RFD, and the Chest will have a small stock. Gnome Stronghold food shops may also have Apples, I don't know though

These spells have a very expensive Rune cost. The effect is like the same effect as drinking a Potion, it only applies once. I've also heard rumors that Flames of Zamorak hits slightly harder.
