    All depends, if you are 80+ in melle stats then yes, if not then no.

    Id say fire gaints, they drop alot of rune arrows and rune scimis so that will cover costs.

    Id say do encantment at mage training arena, do the best spell you can or the best one you can that uses one rune eg/ diamond enchant. Then use the points you earn to buy more cosmics.
