Zaff's staff shop is the middle in price. Lunar shop is the highest and the Mage Guild is the cheapest. All 3 shops opnly stock 5 at a time though, so you will have to hop servers. Much easier to do that now BTW. I did thousands of staffs before the easy hopping. One thing to gain faster XP and gp is to trade battle staffs + 1k for elemental staffs. It is win-win.
