The closest regular tree patch to a bank is in Falador park. The person in piscatarious that lets you access the general store is the exact same person who also serves as a banker. I'm surprised there is no entry for fairy ring yet? Edgeville? Closest wc tree farming spot is gnome stronghold, it's just left of the southern entrance to the outer bank (not the one inside the gnome tree). So...where's the closest oak trees to a bank?
