Just look at the RS Development Diary for this, that's all the info we really have. There are a few threads in General Discussion with new pictures but that's about it, besides speculations.

Its at the very bottom of the RS main page. Entitled

There's no way to know, JaGEx has released very little information about how it works.

There is so far just information in the Development Diary, as far as I know. They promise to release more information this month. Just be patient and wait it out. :

Almost definitely P2P, but there is no way to be sure about many of the aspects of it yet. We only know as much about it as the DD has released.
