Just because they just stand around doesnt mean they are bots. Believe it or not some people only use RS for the chatting service. If you are still suspicious, try talking to him. Most likely his Public will be on either "Off" or "Hide", and if he responds, then he is not a bot. Or, try the bot following trick if he doesn't respond. If you wear cyan clothing, he might follow you. Although I'm not sure whether it's fixed or not. Read the rules... On topic: You should wait and see for few days. If the players routines can be predicted easily then it's most likely it's a bot i would say. He obviously meant that he should ask a "personalized" question, meaning one that a bot would have a hard time answering. Back to the question, I wouldn't worry too much if it's an auto bot, as those are generally harmless. What would have me scared is if it's a Decepticon! Those are dangerous! I doubt its a bot, my guess is like most peoples, he/she is just chatting, Ive spent a lot of time lately just logging in and helping new players, makes me feel good, makes them feel safe and makes the runescape world a better place. I guess you wouldnt have given this player a second thought if he/she was stood in the same place alching, which is more likely to be a bot than someone just standing there!
