Basically I call each of the central American leaders seperately, and tell them individually to surrender or be crushed by the Empire of North America. The terms are basically that the country comes under the umbrella of the ENA, but that they can still keep their own justice systems and culture, as long as they allow military access and all that fun jazz.

 

If one of them surrenders midway in the conversation with other leaders, the surrender is told to the other leaders, to pressure them into conceding.

 

 

 

Meanwhile, there are five hundred F-22s based in Texas ready to take off. If one of the countries refuses to surrender, fifty of the F-22s head to that country and launch a surprise attack on enemy military airfields (not civilian airfields, just basically blow up their planes). Then they are given another chance to surrender.
