Unless of course these people are simple citzens carrying guns, but then how are they fed, kept in shelter and armed! My army of just slightly higher and equipped soldiers costed me a LOAD of money, I think it was near 100 billion, that was 400K. So 2 million soldiers on a 300 billion budget (which isn't actually 300 billion due to other expenses) would just not work out.
