I think he means when you type something in the RuneScape public chat and it appears above your head, but disappears after a few seconds.

 

And no, there is no way to make it stay visible longer. But it will remain visible in the chat window at the bottom.

You have to continually re-enter it in the chat window for it to appear longer above your head/more often in the chatbox. If you're selling something then it's fine to spam it using normal means.

Seems it is time for you to have a close read of the game rules. You are wrong on both counts.

There's no mention of intended purposes of the message, so I assume that ALL autotyping is technically illegal.

 

EDIT: I may have misinterpreted your post, yes I agree that typing the words over and over again is legal (And boring as hell), but autotyping regardless of the message is illegal.
