Yep, they lied.There's a thread about this in general discussion with many people taking issue with it the same way you did. In terms of getting to know this stuff, it's a good idea to kep an eye on the front page of the RS website or on the general discussion board of TIF: I'm learning quite a lot that way, having been away from the game for a year or two.
