I'm sure there'll be level 3 skill pures with them as I've seen alot of level 3's with 99 skills.

No skill pures can ever finish all quests and get the quest cape (merely because many quests need at least some combat skills).

Anyways, I've never seen anyone below lvl 80 with a quest cape (I personally don't have one either, although I have 3 skill capes).

probably my best m8 called figo200111, when i last saw him he was 81 combat with cape (no pic avalible atm).

 

 

 

 

 

 

 

just so ppl know im combat 89 with quest cape :P, im also going for 99 fletch and cooking!!!

minimum combat for legends is prolly around 47 conventinal and 39-40 if you made it at pest control. you need the 45 str, 56 mage minimum, i'd also say you would need 43 prayer or at least mage prot for "recipe" you are going to get combat xp for doing some quests so a level 3 is out of the question.

I saw a level 75 with a quest cape last week.

 

 

 

 

 

 

 

Also, some quests give combat exp without you engaging in combat (ex. Scorpion Catcher, Death Plateau), so it would be impossible for a level 3.

He's talking about quest capes, which obviously wouldn't be level 3. I don't know, somebody could work out what the lowest possible level would be.

Quest cape is impossible at level 3, even without the rewards. I tried it at level 3, One Small favour will not allow recoils because they don't work and a friend can't kill it for you. This is just one example. Think about DT or MM, impossible!

I've seen a lvl 84 with one.

wasn't there a thread in "rate this" about a lvl 68 with all quests done? that was before the cape came out tho, i think her name was grrreengirl

Not necessarily, if you plan your quests correctly. But Legends requires 50 str too :P

 

 

 

 

 

 

 

By the way, you could train melees without hp at pc(by fixing the barriers)

Some quests you can avoid to recieve the combat XP. In Monkey Madness, you can just avoid talking to the last gnome for the combat XP, which is what Mahatma did for his pure low level staker.
