Barrage only hits one person per square though, doesn't it? Or else you could theoretically get 94-99 mage in a few casts (1999 people standing in the 9 squares) and I know that doesn't work.

They can when it is stealing money from them. Hell, they have legal grounds for a lawsuit (checked with one of my lawyer friends). At least they are giving everyone a chance to clean up. Proof? To be honest I seriously doubt that your "lawyer friend" knows what he's talking about if he told you this, but when I see proof I'll believe you.
