Yep, prayer potions are the cheapest.

Stews are reliable, just it takes more effort to use them. If you're on a budget, stews are the way to go. Get the stew boost then log out to the lobby. As you're logging in, start a 1 minute timer. Make your potions before that timer hits 1 minute otherwise your stew boost will be lost. I did super energies till magic potions, then magic potions till i could do untradeables. if you're going just for the level, you should use super attacks when you are 84 or 83 (+4/5 stew boost.) If you plan to make ovls in the future, I suggest you make some more money (get to around 100m) so you can just use untradeables for every level.
