You should be able to do it with those stats, but i would advise taking Lobbies or Sharks. Also take Teleport runes just incase.

Dragon Scimmy at Pest Control will give you a fair ammount of XP or maybe Bandits.

Try Varrock West or Fally World 1. There should be a seller round there somewhere.

I dont have a problem with it really. I do find it sort of strange why you would want one, but it's up to them what they want to do.

I think i would go for the Party Hat Set. Only because once you sold the whole set or some of them, then you would be able to max out your skills anyway.
